Howard County, Maryland’s newly introduced Zoning Amendment Regulation 221 (ZRA-221) represents a strategic shift in how underutilized motel and hotel properties along the Route 1 Corridor can be repositioned for future growth. The amendment is designed to facilitate the adaptive reuse and redevelopment of legacy lodging sites, many of which are now considered obsolete, by introducing greater flexibility in allowable uses and aligning redevelopment with the County’s long-term vision for a more vibrant, mixed-use corridor.

ZRA-221 enables qualifying properties fronting Route 1 to transition to a broader mix of residential, commercial, and employment-focused uses, unlocking redevelopment potential previously constrained by existing zoning. This approach supports reinvestment, increases housing and economic activity, and advances key goals of the County’s HoCo By Design plan, promoting walkability, revitalization, and long-term corridor transformation.

The amendment also establishes clear eligibility criteria and design expectations, encouraging cohesive, high-quality development outcomes that align with the Route 1 Corridor’s evolving identity. With multiple properties and dozens of acres potentially impacted, ZRA-221 presents a meaningful opportunity for property owners and developers to reposition assets and create lasting value.
